From November 2002 until April 2003 this was the home page for cpufreqd, a Linux CPU frequency scaling daemon. It interfaces with the Linux kernel to automatically adjust the CPU frequency according to a set of rules, such as battery level. This project has since been integrated with another such daemon, and is hosted on SourceForge now.
I encourage you to use that one instead, as Mattia Dongili and I are only maintaining that code base. You should contact Mattia or the Linux cpufreq mailing list for questions or concerns with the daemon or cpufreq respectively.
